Hot Topic: Apologies To Boeing And Thanks To SpeedNews!

It is time to swallow our pride and apologize to Boeing. When the nefarious "Tanker Deal" was all but lost we jumped on the bandwagon because of the deafening roar of reported Boeing hubris and their suspected inability to "get it right" with the mission model for the USAF Tanker Competition. While we were really confused about the missed mission model stuff, we ignored the possibility of a USAF senior moment. Well, Boeing was right and we were wrong. Judging from the latest round of top brass Air Force firings (more to come) we are convinced that they were floating a vendetta, partially because of past purchasing scandal.

At any rate, a recent SpeedNews article (#457, June 20, 08) did a great job of covering the fallout of a requested GAO review where the government agency they sided with Boeing. Frankly, we have not seen better reporting on the subject. We wont detail all the allegations but you had better look this one up. In a nutshell, SpeedNews said the GAO noted the following Air Force errors: 

  1. The competition was not effectively evaluated based on given criteria.
  2. Northrup/Airbus was given credit for "exceeding key criteria" unfairly.
  3. There was a reasonableness question about Northrup Grumman's ability to refuel all claimed aircraft.
  4. The Air Force conducted misleading and unequal discussions with Boeing.
  5. The lack of certain NG maintenance data from their proposal was not cleanly evaluated and was declared by the Air Force " as an administrative oversight."
  6. The GAO claimed unreasonable military construction costs were proffered by the offerer.
  7. The USAF improperly estimated the Boeing submitted, non-recurring engineering costs.
